DCA's Multifamily Housing Finance and Development Programs administer funding to for-profit and non-profit developers for the
construction and/or renovation of affordable multifamily rental housing in communities across Georgia.
DCA's process for allocating funds is outlined in Georgia's Qualified Allocation Plan. This document
describes (1) the federal and state resources available for financing rental housing through the plan, (2) the legislative
requirements for distributing these resources, (3) the State's preference for the location and type of such housing, (4) the
process used for evaluating applications and awarding these resources, and (5) program compliance requirements and

Due to the emergency situation regarding Hurricane Irma, DCA is closed again today per Governor Deal’s emergency order. However, most of our staff will be checking emails. We are hopeful that the worst is behind us and that our properties have sustained minimal damage. Please note the following:
• Please make sure that all property managers have updated the occupancy status of all units in your property. It is expected that we will see many victims of Harvey and Irma looking for housing in Georgia.
• If your property was damaged, please let DCA know. Our office will be reporting to HUD and other state officials on the status of our properties. • DCA has issued a blanket approval pursuant to IRS revenue ruling 2014-49 which allows residents from declared disaster areas to seek housing in our properties. Owners should review this procedure carefully to make sure they understand the requirements. Forms have been posted below.
• DCA’s QAP Listening Session, originally scheduled for yesterday, has been postponed until next Thursday, September 21st at 10:00 a.m. It will still be at the Cobb Galleria Center. This event is open to the public, and registration is not required.
• The QAP session on Transformational Communities scheduled for this Thursday will proceed. However, this issue will also be discussed at the general listening session next week. If you are unable to attend the Transformational Communities session this Thursday, your input can still be provided either by writing (email@example.com) or by attending the general QAP listening session.
EMERGENCY HOUSING FOR HURRICANE VICTIMS
As you likely know, Hurricane Harvey hit Texas on Friday August 25, 2017. President Trump declared it a disaster and the Federal Emergency Management Agency has already designated 18 counties in Texas as eligible for public and individual assistance. The Texas Department of Housing and Community Affairs reached out to Housing Finance Agencies in neighboring states including Georgia encouraging Affordable Housing property Owners to assist in the task of providing emergency housing for storm evacuees over the next few months as efforts are made to rebuild. We are now faced with a second unprecedented storm as Hurricane IRMA looks to impact both Florida and Georgia.
As referred to in 3.02 of the Revenue Procedure 2014-49, the State of Georgia is permitting Owners within its jurisdiction to provide Emergency Housing Relief to Displaced Individuals from other jurisdictions in accordance with the IRS procedures. This relief only applies during a Temporary Housing Period (THP) not to exceed 12 months. As disaster areas are declared as a result of Irma, this relief will also be available for residents from declared disaster areas in other states.
